What you’ll be doing
Atturra is seeking an experienced Senior Technical Business Analyst to support a Federal Government engagement within the Cloud Business Solutions team. Candidates with prior experience working in Law Enforcement Federal Government organisations will be highly regarded.
This role will own the requirements baseline for a 30-workstream, 134-requirement build of a lawful-interception Request Management System on a Protected Azure environment. Take responsibility for the RMS Discovery & Design requirements with continuing accountability across all platform and application functional and non-functional requirement streams, SIT, UAT, IRAP Stage 2 and go-live.
This role is based in Canberra and requires candidates to work onsite in accordance with project requirements.
Due to the security classification of the engagement, applicants must hold a current AGSVA NV1 Security Clearance at the time of application.
Responsibilities:
- Discovery & design: rationalise ~80 existing Request Forms; user journeys for Agency, Carrier, Admin; wireframes and data model that feed every downstream system
- Requirements & traceability: own 90 FRs + 44 NFRs; trace each to WBS workstream, Azure service, ISM domain, sprint, and IRAP evidence
- Statutory alignment: volumetric reporting, audit retention, Destruction Instrument workflows, 18-month purge, Authorising/Notifying Officer integrity
- Carrier integration: specify the ETSI TS 102 657 / TS 103 120 compliant API (critical-path Harden stream); drive interoperability with Carrier partners
- NFR ownership: Security (TLS 1.3, AES-256, per-Agency keys, tenant isolation), Performance (≥200 users, ≥100 tx), Availability (99.95%, RTO 8h, RPO 2min), DSS v2.0 + WCAG 2.2 AA, National Archive preservation format
- IRAP support: control narratives, RACI across Admin Env / Cloud Common / Service Specific, evidence pack for Stage 2, POA&M tracking
- Use of AI: accelerate analyst work with approved tools; sanitise before non-accredited tools touch any PROTECTED content; human review on every output. Apply ISM AI controls (ISM-2074, 2072, 2084–2094, 1924).

What will make you successful in this role?
Technical Requirements:
- BA experience on a PROTECTED program spanning application build AND cloud landing zone.
- Working knowledge of the ASD ISM, IRAP, Essential Eight, and CSP scoping (Admin Env / Cloud Common / Service Specific)
- Familiarity with TIA Act / Telco Act Part 15 or comparable regulated domains
- Azure fluency: Entra ID P2/PIM, Firewall Premium, Private Endpoints, Key Vault HSM, SQL MI, ASE v3, Sentinel
- Demonstrated traceability matrix that’s withstood IRAP or external audit
- Comfortable in Foundation → Build → Harden → Operate phasing with matrixed teams and critical-path chains
- Practical, accountable AI use in a regulated environment
- Australian citizenship and current NV1 (NV2 desirable).
Desirable:
- Prior lawful-interception or Carrier-facing program experience
- ETSI TS 102 657 / TS 103 120 familiarity
- IRAP-assessor exposure
- SecDevOps
- SCEC Zone facility familiarity
- BABOK or equivalent.
